A keeper is a thing you'd own a physical copy of. It has nothing to do with where the item sits, and nothing in the pipeline reads the flag.
A 6 can be a keeper. A 9 can fail to be one. Something still sitting in the queue can already be one, because you've heard it before and you know.
An album is not finished once. It is finished again, and again, and the fortieth time is the strongest thing it can tell you — so the count is read back out of the event log instead of overwriting the date.
